Weapon Skin and Raid Credit/Phoenix Feather

Hi guys,
I'm new to this Server and since there are a lot of new System in place I have few Question.

1) How Weapon/Armor/Cloak Skin works?
Are skin associated only by Weapon/Armor Type? (EX: You can't use the appareance of a Hammer on a Sword)

2) Can I buy Items that require a Raid Credit from other Players even if I don't have the Credit?

using bounty points at the merchants near the feather item merchants.

it will show you what the item will look like first too.
