Item reuse timer

Does this affect all items? So if I use one item then I cannot use the second one untill the timer is up?

I was debating if I get Otrygg's cloak or the hammer with the debuff proc. Would using the cloak in battle prevent me from using another if there is a reuse timer?

2 minute global reuse for all items IIRC.

Proccs are not effected by item-use timers though, some have internal cooldowns for themselves (i think)

Charges on crafted items/rogs share the same timer as legion/tarka/etc.
Pots have their own timers.
