PA....no time react?

Anyone else have issue with absolutely no time to react to PA before the stun?
It seems I am in stun before the enemy even appears.
Is this common due to server location and ping/lag?

I'm in NA and when I played I would often get perfed by EU players before I could even see them. Typically the follow up was coming before I could really react but for a sin the only reaction to CD stun is to purge, Vanish, or die.

In short yes distance to the server can have a huge impact in stealth detection and delay in enemies appearing from stealth after a perf.

It depends on whether or not the person perfing you is a moron or not. If they perf you with the slowest weapon possible then they give you extra time to react and quickcast or something. If they perf with a weapon at cap speed then you most likely won't have time to react in between Perf->CD.
