What factors are used to define base power pool?

There are 2 kinds of power pool spells. One does what any reasonable person would expect: x% of your current max mana factoring everything affecting max mana into it. The other kind is base power pool, that's the mana pool gained from acuity only, ignoring things like max mana in templates or from ras.
