Monstrous Proboscis missing it’s damage add proc

As per patch 1.60 this weapon was to have a 11.3 DA with the weapon, currently this weapon has no proc on it in game.

This item is also missing off the SI Feather NPC. Various other weapons/items are listed from queen on merchant except for this pierce weapon.

Added a 11.3 dmg-add proc. The weapon isnt on the merchant because it is not lvl 51.
