To my knowledge, yes. They're already effectively as equal as possible.

Chance for rogs and player crafted procs is set to 15%, for named epic drops like the chest pieces or weapons 18%. Both values normalized to 3.5 attack speed, slower weapons have a higher per hit chance, faster weapons a lower. Procs use PRD.

PRD yes, normalization for speed no as unlike procs the crit damage obviously scales with weapon speed/damage.
