WHAT DOES PIETY BRING TO THE TABLE ?
WHAT ARE THE PRIORITIES YOU ALWAYS WANT TO TRY TO CAP ?

Piety increases your power pool and spell damage for shaman, so yeah cap it. Shamans should be easy to template here, cap Dex, con, piety, hits, power, all resists, all skills.

Quickness does nothing for Shaman unless you plan on meleeing, in which case it will speed up your swings and that's it. There's a myth on this server that your quickness dictates the amount of time you're interrupted, it's not true.

As for what you need:
75 Dex/Con/Piety
200 Hits
26 Power
26% Resistances
11 Cave/Aug/(and Med if you want it)

If you've got your heart set on meleeing, add strength and quickness to the template.

I really want to cast and avoid mele. I thought quick might help with speed of casting.

Casting is only dexterity based, not quick.
As the other guys said, cap pie, con, hp and resists. Str if you wanna carry more loot and rams.

As for RAs.. Don't waste any points in Aug pie cause the damage increase is almost non existed.
Wild power is the way to go if you just want to pve.
For rvr you need survivability stuff first.

Depends entirely on what you are pulling; if you're pulling large groups go with Mastery of Magery and ignore Wild Power completely, it makes the pack take damage at differing rates, causing them to spread out and making it harder to manage.

Or you could look at it that no matter what you will be having disparity of damage and this simply changes the percentage

For pure pve I'd go for constantly higher base damage as well.

Spend 100+ hours farming on the DoT classes specced in each of them and you'll come to see the wisdom in the commonly held belief of MoM being superior to WP.
