Dexterity and Cast speed Breakpoints

Does Phoenix operate with Dex breakpoints for the various speeds of casting?

Has anyone recorded these?

Edit: Thank you Anaethema. I didn't think to look in RvR. I googled variations of the server name and dex/dexterity and such. I looked in Tavern. I looked in Support. I looked in here. So, it wasn't like I didn't try before posting.

The thread about cast speed is literally the FIRST pinned message on the RvR board.

Per devs there are no casting breakpoints.

and in the same first thread it is still not confirmed that spreadsheet is correct. I've heard it is wrong and join topic starter in question about castspeed formula out of the c# code
