What is the purpose?

Can they be changed/removed?

If not completely, for PVE at least?

There is no skill involved, its all luck or lack of.

I talked with Mark Jacobs about this once and he said it was implemented specifically for when you're .01 xp from ding, you will miss the mob 5x in a row and die.
