Wild Power and DoTS

I can't really find this information exactly. I know that WIld Power works for DoTs, but my question is how does it work exactly. If I get WP1, that's a 3% chance added to base crit. Does this mean I now have a 3% chance to crit on every DoT, or does picking WP "Flick Crit to ON" for DoTs and I actually have a 13% chance? Running around farming with WP2 it certainly seems like it's more than a 6% chance, but that could just be observational bias. Any concrete info?

It adds to the base crit chance for spells, crit chance should be written in combat log i think, not sure about spell crit, but for melee its there.

The combat log displays DoT damage differently than spell damage, and that information isn't included unfortunately.
