lvl 25 reactive

Was wondering some question for a thid character.

Does ROG items with lvl 25 reactive proc works with a lvl 24 character? And if so, is it the same for the crafted one?
I was wondering also if various lvl of armor makes a difference if you have all the same effective armor value at 24?

Hi!
Procs on Phoenix will work up to +5 levels above your character level, so for a level 24 character, you could theoretically fire procs up to proc level 29 (if there were such a thing). As far as armor reactives go, there are no craftable reactives at level 25 here, so if you want procs on your armor, you must use ROGs. There are level 25 craftable weapon effects, however, but those craftable effects are limited to DDs in 4 flavors. Again, if you want more interesting weapon effects, you must resort to using ROG weapon drops as well.
