Release a test server for any somewhat significant changes. Whether this may be buffs/charge, different balancing ideas, events, task changes, etc., at least everything will be tested to see if people like them or not. You could either transfer your own character to this server like how it is on live, OR maybe have a "create a temped rr10/11/etc" character for real min/max results.
You can roll out the changes in a couple of days or maybe a week tops after everyone had truly played it, because after the recent backlash from the actual soloing community about the charge/pot situation, this seems like a smart idea.
