Can't the arcanist recharge the sc on Phoenix?

Where is the merchant selling the ingredients needed to recharge the SCs. I'm not talking about the existing Recharger but the products for the Arcanists. Thank you

You mean the +35% given by the enchanter? I've never tried to craft them tbh. Enchanter is easy (just trying to help in clarifying your question).
