Randomise quality of the new ROG stuff 96-99 (crafter quality), with 99's being somewhat rare ... that way there's actually a sense of chasing improvement in items and also creating a marketable farmable.

Stat wise this is kind of already happening, the imbue point pool is randomed between 70 and 100% (100% would be the same amount of imbue points as a 99% crafted item of that level). Handling this via the general item quality is something some of us talked about a bit but no vote or official discussion was made yet.

Also I noticed a lot of items with unique skins dropping, even at early levels. Maybe consider making special skins a very rare drop for items 45+.
So getting them wont feel so inflational and there will actually be a market to trade those rare items, because you know people love to show off
It will espacially be interesting for creating new crafted sets, players will try to implement their rare robe or cloak, just so they can show it off in RvR
