Long Wind Bug?

Is there a bug where a character can have LW 1 but not have it apply its 20% end cost reduction for sprinting? I have this RA (like most) on all my characters, but on one it doesn't seem to be working. Is there a fix? I've tried respecing RAs (the character is sub 50), but that didn't work.

Not on that character. But if I'm just sprinting and not in combat it shouldn't have an impact should it?

if you run endu3 pot it does

endu5=sprint without lw
endu4=sprint with lw
endu3=sprint with lw and tire1

If I remember right it was bugged on one of my toons. If I bought LW it gave me the tireless ability and vice versa.
