Experienced Mercs & BMs, When Do You Use Flurry?

I'm trying to decide if I should be using it to open on a target, to finish a target with its added burst, or just spamming it on cooldown.

most of the BM's use it to get the spam kill

I use it to burst dps when I know we have a good kill window.
