I tried to fletch an arrow that has metal point.ROUGH CLOUT BODKIN ARROW.It takes 3 rowan boards,1 hawk feather and 1 copper metal bar. You need to skill up metalworking making a copper bracket to have the skill level to make it. When you try to make the bracket(to skill up) you get this message"crafteditemid(7192 not implemented yet). So you cannot skill up metal working to make the arrow.
